Please join Councilmembers Allen, Coleman, VanReece, Withers, Sledge,and O’Connell for a city-wide community/workshop meeting.  This is the second of several workshops to allow neighbors, short-term rental owners, operators, and anyone else interested to review the current regulations as we approach the end of the first year of registration.  Proposed changes will be presented with the opportunity to evaluate and provide options for improvements.    

This will be an open house format with stations set up to discuss specific parts of the regulations and its implementation.  Attendees will have an opportunity to comment on proposed changes or to suggest alternatives and additions.

Enforcement of STRP Permit Requirement to begin July 1

Per Metro Nashville Codes Department, "Enforcement of the requirement to have a permit begins on July 1, 2015."  

Open Enrollment began on May 1, 2015.  If you have not yet obtained a permit, and plan to continue operating as a short term / vacation rental, now is the time to begin the process of becoming compliant.  

"This law applies to all properties (including rooms and guest houses) rented for less than 30 consecutive days to the same occupant."

STRP Permit Applications now being accepted

Friends,
    We have come a long way since the first community meeting to discuss how Nashville would make short term rental an officially recognized part of the local hospitality scene.  Many of you provided input that helped shape the final regulations, and I appreciate the give and take that has been part of process to date.  I expect there will still be some adjustments to be made as we work through this phase.  The STRP website has gone live at http://www.nashville.gov/Codes-Administration/Construction-and-Permits/Short-Term-Rentals.aspx.  STRP owners can apply for permits starting March 31.  Because this is a new process for the Codes department, we are pacing the application process the first month, and then it is open season from May 1 on.  For the month of April, applications will be taken for properties specified Council Districts each day.  There is a schedule on the website.  This is to avoid a mad rush on the first day when the Codes folks are still getting used to the system.  Please remember that enforcement doesn't begin until July 1 so there should be plenty of time to apply (as long as everyone doesn't wait until the last day in June)  Key things to be aware of:


  *   The owner must apply in person.
  *   There is currently no cap on owner-occupied STRP permits or multi-family STRP permits.  If you are applying as an owner occupant, you will need something like a driver's license that shows that you live at the property.
  *   Because the fire marshal will probably be inspecting each property to make sure smoke detectors and alarms are where they are required, it will probably take a week or two before the permit is issued.
  *   Although enforcement of the permit requirement doesn't begin until July 1, taxes are already owed if you are currently renting on a short term basis.  I have been told that Air bnb is working on incorporating the collection and payment of taxes into their website.  I don't know when that will be available.  There are other independent websites that can do this as well.

Bills Pass Final Reading at Council Meeting Tues night!

A message from Councilwoman Allen:  

Friends,
     After months of study, meetings, discussion, and revisions, the Short Term Rental bill passed 3rd reading at the Council last night.  We will spend the next month creating the website and application that will provide clear information on what is allowed and required.  On March 31, Short Term Rental property owners can being applying for permits, and beginning July 1, the permits will be required to operate.  We believe that three month window should give people enough time to understand the process and get things in order.
     I appreciate all the input received during this process, and I think the end result was better because of the collaborative effort.  I hope you'll continue to work with me as we develop the application forms and information.  Let me know if you would be interested in commenting on beta versions.

Tonight's Council meeting rescheduled to 2/24

Due to hazardous conditions in the Nashville area, the Metro Council meeting scheduled for tonight (2/17) has been rescheduled for next Tuesday, 2/24.

STRP Bills pass Second Reading

The Short Term Rental Bills passed on second reading at the Metro Council meeting on Feb 3, with only one nay vote. 
More information to come soon regarding the final fire marshal ruling. 
The third reading is scheduled for February 17. If the bill passes the third reading, it will go to the mayor for his signature.

Hi all,
   There are still a few issues to work out with the state fire marshal so I will be deferring for another month.  We have made some progress, and I hope that February will bring a resolution.  I am still happy to meet with anyone who does come at 5:30, but if you want to stay in from the cold, you won't be missing anything tonight.
